Wsus not downloading updates updates needing files

after checking for the update in clients they are reporting to the server. and after approving updates clients can't download any updates it stuck in 0% downloading. I tried to change the server to and it is the same thing. I'm storing Updates locally in the server in C:/WSUS.  · Download Status: Updates needing files: Downloaded MB of MB. and stays like that.
